Garlic jr
Garlic Jr.'s father, Garlic, competed with Kami for the role of being the Earth's guardian. Garlic lost in this competition and when he tried to get revenge on Kami, was sealed away.
Hundreds of years later, Garlic Jr. arrives with the intention of gaining immortality with the dragon balls and becoming the new guardian of Earth. He is, of course, thwarted by the efforts of the Z Warriors.
He is imprisoned in the dead zone (an area of complete nothingness with no escape) by Gohan.

Babadi
Babidi is an evil, little magician who planned to destroy the world for the sheer fun of it. His father created Majin Buu but had to lock him up because he was getting too powerful.
Babidi eventually releashes Majin Buu and orders him around, beginning his plan to destroy the Earth. Then, Goku convinces Majin Buu he doesn't need Babidi and Majin Buu kills Babidi.
Before Babidi's death, his coolest ability was the power to control anyone who had evil in his or her heart.

Cell
Cell is the ultimate creation of Dr. Gero. Dr. Gero conducted extensive research on Nameks, Saiyans, and Frieza's race's biological makeup as well as their fighting techniques. With this he managed to combine the best of all of these beings into one single entity he called Cell. It seemed the only purpose of Cell was to become the ultimate fighting machine regardless of his methods, which included taking millions of lives to fuel his body.
Only when Cell absorbs Android 17 and Android 18 is his full power revealed. This is called the "Complete Form," or the 3rd stage of his development. After he reaches this plateau, he believes that no one can defeat him and everything becomes nothing more than a game in his mind.
He subsequently spares the life of Trunks after the young Super Saiyan forfeits his fight against him. Cell announces the Cell Games and gives the Z Warriors time to "get up to speed" in order to seek more of a challenge.
Cell always thought that Goku was to be his ultimate challenge, but when Goku forfeited the fight he was surprised to find his ultimate rival in Gohan.
Eventually, confronted with defeat and impending death from Gohan, his fight was no longer a game. Vengeance filled all of his evil mind, and he became even more powerful after his unsuccessful attempt to annihilate Earth with his self-destruct mechanism. Even after this however, he was still no match for Gohan.

Buu
Buu was created by Bibidi for destruction. He defeated most of the Kais but was then cursed into his fat form. Years later, he was unleased again by Babidi and sent to destroy the Earth Buu went through various form changes (after absorbing good Buu, SSJ3 Gotenks, Mystic Gohan, Piccolo, and Vegitto) and even split into two beings. The fat one joined the good guys, and the evil, original form Buu was killed by Goku and reincarnated into Ubuu
